Who We Are
In November 2020, the Minister of Finance approved application to establish Vuka Trade and Enterprise Development Agency under a Dual Owner Companies (DOC) structure between the Development Bank of Southern Africa (DBSA) and the Industrial Development Corporation (IDC)

Its primary purpose is to address enterprise development and growth issues, through projects that prove their economic, social and environmental worth by mobilising financial and other resources from the national and international private and public sectors for sustainable enterprise development and growth projects and programmes in South Africa.
The constitution and conduct of the Agency Executive are primarily governed by the DBSA Act (No 13 of 1997) and the IDC Act (No 22 of 1940) and further regulated by the Public Finance Management Act (PFMA) and the principles of the King IV Report.

Executive Directorate
The Executive Directorate (EXD) provides corporate services, functions and management support to the VUKA staff, and senior leadership in the areas of finance and budget, human resources, information technology, conferences, translation, interpretation, infrastructure, security and risk management. EXD plays an important stewardship role of resources on behalf of the Shareholders and is a key enabler of the VUKA’s Programme of Work. The Executive Directorate (EXD) is headed by Ms Paula Fray.
Centre for Entrepreneurship, SMEs and Regions
At the Centre for Entrepreneurship, SMEs, and Regions, we focus on people, places and firms. We help local and national government unleash the potential of entrepreneurs and small and medium-sized enterprises, promote inclusive and sustainable regions and cities, and boost local job creation.
The Centre provides comparative statistics, analysis, policy advice and capacity building.
Development Co-operation Directorate
The Development Co-operation Directorate provides data, analysis and advice on enterprise development and growth co-operation and finance. Its guiding principles are transparency and accuracy. It works with public and private partners through one committee and several specialised networks to develop policies that strengthen the resilience of SMEs and entrepreneurs and unlock their potential in a changing global landscape.
